The ESG is responsible for developing and implementing regulations pertaining to stationary
combustion sources under sections 111 (New Source Performance Standards, NSPS), 112
(National Emission Standards for Hazardous Air Pollutants, NESHAP) and 129 (Solid Waste Incineration)
of the Clean Air Act as Amended in 1990. Additionally, the Group is responsible for reviewing,
evaluating, and adopting new and innovative technologies and energy strategies to reduce the
nation’s dependence on foreign oil imports, increase overall energy system efficiency and
provide fuel diversity and stability for the nation’s energy future.
The ESG is also responsible for:
- Providing flexible, innovative and cost-effective regulatory alternatives, including non-combustion
alternative processes, for stationary combustion source regulations under the NSPS, NESHAP and Solid Waste Incineration sections of the CAA;
- Completing appropriate ongoing regulatory efforts for these sectors under the Clean Air Act for MACT,
area sources, residual risk, and new source performance standards;
- Working collaboratively with local, Tribal, State, regional, national, and international regulatory
organizations to ensure relevant stationary source regulations promote flexible technology and process
alternatives, energy efficiency and fuel diversity; and
- Ensuring that OAQPS is a recognized leader in emerging technologies and processes for energy production,
including those which transcend current combustion technologies, and strategies for reducing criteria pollutants,
hazardous air pollutants and greenhouse gas emissions.
